2. For radioactive items, an inspection certificate for packaging surface contamination and radiation levels issued by the designated health and epidemic prevention department must be held.

(4) Dangerous goods with conflicting properties or fire-extinguishing methods must be filled in separate consignment notes to prevent major accidents caused by mixed loading.

(5) For consigning new types of dangerous goods not listed in the List of Dangerous Goods Transported by Road Vehicles, a Dangerous Goods Identification Form reviewed by the competent authority of the production or operating unit must be submitted, and transportation can be arranged after approval by the Provincial Highway Transport Administration.

Failure to follow the above regulations for consigning dangerous goods, resulting in transportation accidents, shall be entirely borne by the consignor.
