Freight Charged Based on Maximum Container Utilization Rate

The meaning of the maximum container utilization rate is that when the volume tonnage of the goods loaded inside the container exceeds the container's stipulated volumetric capacity (the internal volume of the container), the freight is charged based on the stipulated internal volume of the container. In other words, any excess portion is exempt from freight charges.

As for the rate standard used for charging, if all goods inside the container belong to only one freight rate class, the freight is charged at that rate.

If the container contains goods of different classes, the following two methods are typically used for freight calculation: One method is to calculate the freight based on the rate applicable to the highest class of goods in the container for all items; the other method is to calculate from the highest rate downward to the lowest rate, until the total volume tonnage of the goods equals the stipulated internal volume of the container.

It should be noted that if the cargo owner does not provide a detailed declaration of the goods loaded inside the container as required by the carrier, the freight will be charged based on the container's internal volume, and the rate will be the highest rate applicable to the goods inside the container. If only a portion of the goods inside the container has not had its quantity declared, the freight for the undeclared portion will be calculated based on the difference between the container's internal volume and the freight tonnage of the declared goods.

The main purpose of stipulating a maximum container utilization rate is to encourage cargo owners to use containers for shipping goods and to maximize the use of the container's internal volume. To this end, in the calculation of container ocean freight, shipping companies typically set a maximum utilization rate based on the internal volume for containers of various specifications and types. For example, the maximum utilization rate for a 20GP container is 31 cubic meters, while for a 40HQ container it is 67 cubic meters.

The reason the maximum utilization rate is measured in volume tons rather than weight tons is that each container has a maximum load capacity, and overloading is not permitted during transportation. Therefore, under normal circumstances, overloaded containers should not occur, let alone practices encouraging overloading.
