Loading Methods for Quarantine Goods in Container Shipping
Generally, the quarantine of animals and plants should comply with the exporting country's regulations. However, some countries require that the import of animals and plants be inspected by quarantine personnel and obtain permission before import, as animal or plant goods may carry certain pests, bacteria, or pathogens. Goods requiring animal or plant quarantine must pass inspection before being allowed into the country. If inspection is not passed, fumigation or disinfection must be carried out according to the importing country's regulations before import; some goods can only be disposed of by incineration.
1. Animal Quarantine and Loading
Animal quarantine typically targets live animals such as cattle, horses, sheep, and pigs, as well as livestock products made from these animals, such as cowhide, wool, rabbit fur, pork, sausages, etc. There are two types of maritime containers for transporting such goods: sealed containers and non-sealed containers.
1) Quarantine content. Quarantine requirements vary by country, but the basic content is as follows:
- The quarantine targets containers loaded with live animals or their derived livestock products. If general cargo is mixed with livestock products, the container must not be opened until the inspection is complete. The general cargo and livestock products must undergo disinfection together before the container can be opened for unloading.
- Live animals must undergo quarantine at the first port of entry.
- Generally, a 5% cresol solution is used for disinfection.
2) Important aspects to consider during loading:
- Live animals should be loaded in areas on deck less affected by waves and wind, preferably surrounded by some general cargo containers for shelter to reduce exposure to adverse weather conditions.
- Easy access to water supply is required, and passageways should be left around for feeding and cleaning during the voyage.
- L Ambien products are generally loaded using ventilated containers. For example, animal hides may leak fluids during transport, so containers with liquid collection tanks should be selected.
2. Plant Quarantine and Loading
1) Plant quarantine. Goods requiring plant quarantine include food items such as malt and other grains, lemons, oranges and other fruits, and potatoes and other vegetables, as well as non-food items such as timber and grass products. When undergoing quarantine for maritime container imports, the specific procedures shall follow the relevant national regulations. The quarantine location should, in principle, be a designated area at the dock where the container is discharged. If quarantine cannot be conducted at that location, it must be carried out at a location designated by the quarantine officer. If plant quarantine fails, i.e., pests are found on the plants or the plants are determined to be harmful, fumigation, disinfection, or on-site burial shall be carried out per the quarantine authority's instructions.
2) Loading of plant goods. Among grain goods requiring plant quarantine, malt is discussed; among fruit and vegetable goods, citrus is main; and among timber, walnut is discussed.
- Malt can be loaded using the bulk loading method.
- Citrus goods are typically packed in corrugated cardboard boxes to facilitate plant quarantine. These goods a usually loaded using refrigerated containers.
- Timber should be loaded using flat rack containers, which must have stanchions; otherwise, the cargo may collapse during transport. Timber can also be loaded using open-top containers, but loading operations are more complex and susceptible to damaging the container.
