Article 1  These provisions are formulated in accordance with the Regulations of the People's Republic of China on Open Government Information and other laws and regulations to strengthen information disclosure work of public transport enterprises, improve their service levels, and effectively protect the legitimate rights and interests of citizens, legal persons, and other organizations in obtaining information.

Article 2  These provisions apply to information disclosure and supervision management activities of public transport enterprises in the railway, highway, waterway, and civil aviation sectors.

Public transport enterprises as referred to in the preceding paragraph refer to transport operating enterprises and port/station operating enterprises that provide travel services to the unspecified public and operate according to fixed routes, schedules, stops, and trips.

Public transport enterprises in the highway and waterway sectors include enterprises operating urban public transport, intercity bus passenger transport, intercity bus stations, waterway passenger ferries, and port passenger stations.

Article 3  Information produced or obtained by public transport enterprises during the provision of public services that directly concerns the travel of the public, and is recorded or preserved in any form, shall be disclosed in accordance with these provisions.

Article 4  Public transport enterprises shall disclose information by proactive means, adhere to the principles of convenience for the public, practicality, timeliness, and comprehensiveness, and meet the public's demand for information.

Article 5  The Ministry of Transport is responsible for guiding nationwide information disclosure work of public transport enterprises in the highway and waterway sectors.

Transportation authorities of local people's governments at or above the county level shall, according to their responsibilities, implement supervision and management over information disclosure of public transport enterprises in the highway and waterway sectors within their administrative regions.

Railway and civil aviation regulatory authorities at all levels shall, according to their responsibilities, guide and supervise the information disclosure work of public transport enterprises in the railway and civil aviation sectors.

Article 6  Public transport enterprises shall establish and improve information disclosure systems, specifying information release procedures, review processes, etc.

Article 7  Public transport enterprises shall proactively disclose information on operational services, safety precautions, emergency response, and rights protection.

Public transport enterprises are encouraged to proactively disclose other relevant information that facilitates the high-quality development of public transport services and enhances public satisfaction with travel.

Article 8  Urban public transport operating enterprises shall proactively disclose the following information:

(1) Operational service information such as service routes, stop names, service hours, direction of travel, fares, and boarding (vessel) rules;

(2) Safety precaution information such as passenger safety instructions, list of prohibited items, and safety warning signs;

(3) Emergency response information such as usage instructions for emergency rescue equipment like safety hammers and fire extinguishers, and safety evacuation signs;

(4) Rights protection information such as enterprise service supervision hotlines, industry supervision hotlines, and complaint handling procedures.

Urban rail transit operating enterprises shall also proactively disclose information such as train intervals, transfer connections, route indicator signs, service quality commitments, and usage instructions for platform emergency stop buttons and vehicle emergency unlock buttons.

Urban ferry operating enterprises shall also proactively disclose information such as passenger capacity limits, fire-fighting and life-saving demonstration diagrams, and usage instructions for life jackets.

Article 9  Enterprises operating intercity bus services and intercity bus stations shall proactively disclose the following information:

(1) Information on intercity bus service such as enterprise name, driver name and qualification certificate number, fares, mileage charts, and boarding rules; information on station services such as bus type grade, transport routes, boarding stops, schedules, departure times, and fares;

(2) Safety precaution information such as passenger safety instructions, lists of prohibited and restricted items for carry-on and checked luggage, and safety warning signs;

(3) Emergency response information such as usage instructions for emergency rescue equipment like safety hammers and fire extinguishers, and safety evacuation signs;

(4) Rights protection information such as enterprise service supervision hotlines and industry supervision hotlines.

Article 10  Enterprises operating waterway passenger ferry services and port passenger stations shall proactively disclose the following information:

(1) Operational service information such as vessel name, port of destination, port of departure, schedules, trip numbers, fares, and boarding rules;

(2) Safety precaution information such as passenger capacity limits/safety instructions for boarding, lists of prohibited and restricted items for carry-on and checked luggage, safety warning signs, and usage instructions for life jackets;

(3) Emergency response information such as instructions for using emergency equipment like fire extinguishers, safety evacuation signs, and fire-fighting and life-saving demonstration diagrams;

(4) Rights protection information such as enterprise service supervision hotlines and industry supervision hotlines.

Article 11  Public transport enterprises within comprehensive passenger transport hubs shall proactively disclose information such as wayfinding signs, transfer routes, and collection and distribution route maps.

Article 12  Public transport enterprises shall not disclose the following information:

(1) Information involving state secrets;

(2) Information whose disclosure may endanger national security, public safety, economic security, or social stability;

(3) Information whose disclosure would harm the legitimate rights and interests of third parties, such as trade secrets or personal privacy;

(4) Other information prohibited from disclosure by laws or regulations.

Internal management information of public transport enterprises may not be disclosed.

Article 13  Public transport enterprises shall proactively disclose relevant information in a timely manner and dynamically adjust it based on actual circumstances.

If changes to operational routes, stops, or other information affect public travel, highway and waterway public transport enterprises shall disclose such changes 3 days before the implementation date; in cases of temporary changes due to traffic controls, major public events, severe weather, emergencies, etc., such changes shall be disclosed promptly.

Article 14  Public transport enterprises shall establish an information disclosure inquiry counter to promptly respond to public inquiries and optimize consultation services for different groups.

Establishing an information disclosure inquiry counter may involve methods such as telephone, website, on-site consultation, and focusing on integration with customer service hotlines and mobile applications.

Article 15  Public transport enterprises may disclose information through text, symbols, diagrams, videos, or audio means. The chosen disclosure method shall enable the information to be easily accessible to the public.

Article 16  Public transport enterprises may disclose information through one or several of the following channels:

(1) Transportation terminals/stations;

(2) Transportation vehicles and their service facilities;

(3) Online platforms;

(4) Other channels facilitating the timely and accurate acquisition of information by the public

When public transport enterprises set up advertisements at transportation terminals, inside vehicles, or on their service facilities, such advertisements must not cover or obscure the information that should be disclosed.

Article 17  If an urban public transport operating enterprise fails to disclose relevant information as required, the transportation authority of the city government or the designated urban public transport operation supervisory authority shall order it to rectify within a specified period.

If an enterprise operating intercity bus services, intercity bus stations, waterway passenger ferries, or port passenger stations fails to disclose relevant information as required, the transportation authority of the local people's government at or above the county level shall order it to rectify within a specified period.

If a public transport enterprise in the railway or civil aviation sector fails to disclose relevant information as required, the railway or civil aviation regulatory authority shall order it to rectify within a specified period.

Article 18  The public has the right to file complaints with the relevant transportation authority or the railway or civil aviation regulatory authority regarding the content, timelines, channels, or other aspects of information disclosure by public transport enterprises.

The relevant transportation authorities or railway/civil aviation regulatory authorities shall establish a dedicated working mechanism, specify processing timelines, register and accept public complaints, conduct timely investigations, and inform the complainant of the results.

Article 19  The National Railway Administration and the Civil Aviation Administration of China могут, based on the needs of the public for travel, further classify public transport enterprises in the railway and civil aviation sectors in detail, along with specific disclosure content and timelines.

Article 20  Where laws, regulations, or rules stipulate otherwise regarding the content of information disclosure, disclosure deadlines, information preservation deadlines, and other information disclosure and supervision management activities of public transport enterprises, such stipulations shall prevail.

Article 21  Information disclosure by public institutions engaged in the operation of intercity bus stations shall be subject to these provisions.

Article 22  These provisions shall take effect as of April 1, 2022.
