1. CE: CE marking is a safety certification mark, viewed as a passport for manufacturers to open and enter the European market. CE stands for CONFORMITE EUROPEENNE. Products bearing the "CE" mark can be sold in all EU member states without needing to meet each country's individual requirements, thus enabling the free circulation of goods within the EU.
2. RoHS: RoHS is the abbreviation for "the Restriction of the use of certain hazardous substances in electrical and electronic equipment." RoHS lists six hazardous substances: Lead (Pb), Cadmium (Cd), Mercury (Hg), Hexavalent Chromium (Cr6+), Polybrominated Diphenyl Ethers (PBDE), and Polybrominated Biphenyls (PBB). The EU implemented RoHS on July 1, 2006. Electrical and electronic equipment containing or using heavy metals or flame retardants like PBDE and PBB are not allowed to enter the EU market. RoHS applies to all electrical and electronic equipment that may contain these six hazardous substances in production processes or raw materials, mainly including: White goods such as refrigerators, washing machines, microwave ovens, air conditioners, vacuum cleaners, water heaters, etc.; Black goods such as audio and video products, DVDs, CDs, TV receivers; IT products, digital products, communication products; Power tools, electric and electronic toys, medical electrical equipment.
Remark: When a customer asks about RoHS, ask whether they need product-level RoHS or raw material-level RoHS, as some factories cannot achieve product-level RoHS. Prices for RoHS-compliant products are generally 10% to 20% higher than ordinary products.
3. UL: UL is the abbreviation for Underwriter Laboratories Inc. UL is the most authoritative and largest non-governmental organization in the US engaged in safety testing and certification. It is an independent, non-profit professional institution testing for public safety. It uses scientific testing methods to research and determine whether various materials, devices, products, equipment, buildings, etc., pose hazards to life and property, and to what extent. It defines, compiles, and publishes relevant standards and information to help reduce and prevent damage to life and property, while also conducting fact-finding investigations.
In summary, it mainly engages in product safety certification and safety certification services, with the ultimate goal of providing products meeting certain safety standards in the market, contributing to the protection of human health and property safety. Regarding product safety certification as an effective means to remove technical barriers in international trade, UL plays a positive role in promoting the development of international trade.
Remark: UL is not mandatory for market entry into the US.
4. FDA: The Food and Drug Administration is abbreviated as FDA.
FDA is an executive agency within the U.S. Department of Health and Human Services (DHHS) and the Public Health Service (PHS). Its responsibility is to ensure the safety of domestically produced or imported foods, cosmetics, drugs, biological products, medical devices, and radiation-emitting products. After the 9/11 attacks, there was a domestic consensus on the need to effectively enhance food supply safety. The U.S. Congress passed the "Public Health Security and Bioterrorism Preparedness and Response Act of 2002" in June 2002 and appropriated $5 billion for FDA to formulate implementation rules. This regulation requires that FDA assign a unique registration number to each applicant. For food shipped from foreign institutions to the U.S., a notification must be submitted to FDA 24 hours before arrival at a U.S. port; otherwise, the shipment will be denied entry and detained at the port.
Remark: FDA requires registration, not certification. It's like a registration record.
5. FCC: The Federal Communications Commission (FCC) was established in 1934 by the Communications Act. It is an independent U.S. government agency directly accountable to Congress. The FCC coordinates domestic and international communications by regulating radio broadcasts, television, telecommunications, satellite, and cable. It covers all 50 U.S. states, the District of Columbia, and U.S. territories. To ensure the safety of radio and wire communication products related to life and property, the FCC's Office of Engineering and Technology handles technical support and equipment authorization affairs. Many radio application products, communication products, and digital products require FCC approval to enter the U.S. market.
FCC investigates and studies product safety at various stages to find the best solutions. It also covers radio devices, aircraft testing. The FCC regulates the import and use of radio frequency devices, including computers, fax machines, electronic devices, radio transceivers, radio-controlled toys, telephones, personal computers, and other products that may harm personal safety. These products, if exported to the US, must be tested and approved by government-authorized laboratories based on FCC technical standards. Importers and customs agents must declare that each radio frequency device complies with FCC standards, i.e., holds an FCC license.
6. CCC: In line with China's WTO commitments and the principle of national treatment, the state uses unified marking for compulsory product certification. The new national compulsory certification mark is called "China Compulsory Certification," abbreviated as "CCC." After the implementation of the CCC mark, it will gradually replace the previously used "Great Wall" mark and "CCIB" mark.
7. CSA: Short for Canadian Standards Association. Founded in 1919, it is Canada's first non-profit organization dedicated to setting industry standards. Electronic and electrical products sold in the North American market generally need safety certifications. Currently, CSA is the largest safety certification body in Canada and one of the most renowned globally. It certifies the safety of various products including machinery, building materials, electrical appliances, computer equipment, office equipment, environmental protection, medical fire safety, sports, and entertainment. CSA has provided certification services to thousands of manufacturers worldwide, with hundreds of millions of products bearing the CSA mark sold annually in the North American market.
8. DIN: The German Institute for Standardization, Deutsches Institut für Normung.
DIN is Germany's national standards body, participating in international and regional non-governmental standardization organizations as a national standardization institution.
DIN joined the International Organization for Standardization in 1951. The German Commission for Electrical, Electronic & Information Technologies (DKE), jointly formed by DIN and VDE (Association for Electrical, Electronic & Information Technologies), represents Germany in the International Electrotechnical Commission. DIN is also part of the European Committee for Standardization and the European Committee for Electrotechnical Standardization.
9. BSI: The British Standards Institution. BSI is the world's oldest national standardization body. It is not government-controlled but receives strong government support. BSI creates and revises British Standards and promotes their implementation.
10. GB: Since the reform and opening up, China has implemented a socialist market economy. Both domestic and international trade have developed rapidly. Many Chinese export companies cannot access international markets due to unfamiliarity with various countries' certification requirements, and their product prices are much lower than those from competitors with certifications in the destination countries. Therefore, these companies must spend valuable foreign exchange annually to apply for foreign certifications and obtain inspection reports from foreign agencies. To meet international trade needs, China has gradually implemented internationally accepted certification systems. On May 7, 1991, the State Council issued the "Regulations of the People's Republic of China on Product Quality Certification." The State Bureau of Technical Supervision also issued rules to implement these Regulations, ensuring certification work proceeds orderly. After its establishment in 1954, the China Electrician Product Certification Committee has strived for international mutual recognition to serve exports of electrical products.
In June 1991, it was recognized by the IECEE Management Committee as a National Certification Body (NCB) for issuing and accepting CB certificates. Its nine testing stations became CB Testing Laboratories (CBTL). For all electrical products, once a company obtains a CB Test Certificate and a CB Test Report, the 30 member countries within the IECEE-CB scheme will accept them, essentially eliminating the need to re-submit samples for testing in the importing country. This saves both cost and time and is highly beneficial for exports.
11. EMC: With the development of electrical and electronic technology, the proliferation of household appliances, advanced broadcasting/TV, telecommunications and computer networks, the electromagnetic environment is becoming more complex and deteriorating. This has made issues regarding the Electromagnetic Compatibility (EMC, including Electromagnetic Interference (EMI) and Electromagnetic Susceptibility (EMS)) of electrical and electronic products an increasing concern for governments and companies alike. Electromagnetic Compatibility (EMC) is a crucial quality indicator. It not only relates to the reliability and safety of the product itself but can also affect the normal operation of other equipment and systems, relating to the protection of the electromagnetic environment. The EU government stipulated that, from January 1, 1996, all electrical and electronic products must pass EMC certification and bear the CE mark before being sold on the EU market. This initiated a global trend, prompting governments to enforce compulsory management of EMC performance. Notable international standards include EU Directive 89/336/EEC.
12. PSE: PSE is the certification mark given by Japan's JET (Japan Electrical Safety & Environment) for electronic and electrical products that meet Japanese safety regulations. According to Japanese DENAN Law (Electrical Appliance and Material Control Law), 498 types of products must pass safety certification to enter the Japanese market.
13. GS: The GS mark is a safety certification mark issued by institutions like TUV and VDE on behalf of the German Ministry of Labor. It is widely accepted by consumers across Europe. Usually, products with GS certification command higher prices and sell better.
14. ISO: The International Organization for Standardization. The ISO is the world's largest non-governmental standardization body, playing a dominant role in international standardization. ISO develops international standards. Its main activities are developing standards, coordinating worldwide standardization, conducting information exchange among member and technical committees, and cooperating with other international organizations to study standardization issues.
15. HACCP: An abbreviation for "Hazard Analysis Critical Control Point". HACCP is considered the best and most effective management system for controlling food safety and flavor quality.
Chinese national standard GB/T 15091-1994 "Food Industry Basic Terminology" defines HACCP as: a means of controlling the production (processing) of safe food; an analytical process for raw materials, key production steps, and human factors affecting product safety to determine critical control points during processing, establishing and refining monitoring procedures and standards, and establishing standardized corrective actions. International standard CAC/RCP-1 "General Principles of Food Hygiene Rev. 3 1997" defines HACCP as: a system for identifying, evaluating, and controlling hazards significant for food safety.
16. GMP: Abbreviation for "Good Manufacturing Practice". In Chinese, it means "良好生产操作规范" and focuses specifically on managing food hygiene and safety during the production process.
In short, GMP requires food production enterprises to have adequate production equipment, reasonable production processes, comprehensive quality management, and strict detection systems to ensure that the final product quality (including safety and hygiene) complies with regulatory requirements. The regulations outlined by GMP are the basic conditions that a food processing company must meet.
