What is small-scale trade?

Small-scale trade mainly includes two forms: border small-scale trade and small-scale trade with Taiwan.

  • Border small-scale trade: Trade activities conducted by enterprises that have been approved with the right to operate border small-scale trade, through state-designated land border ports, with enterprises in border areas of neighboring countries;
  • Small-scale trade with Taiwan: Approved units engage in small-batch, multi-variety trade with the Taiwan region.

    • Characteristics of Small-Scale Trade

    • Carried out at designated ports in border areas;
    • The value of a single shipment is usually below the limit (the specific limit is subject to current policies, and may vary slightly by port);
    • Settlement can be made in RMB;
    • Customs clearance procedures are relatively simplified;
    • There are restrictions on the applicable product range.

      • Conditions for Conducting Small-Scale Trade

      Enterprises must register and file with the border port before conducting small-scale trade business, comply with border area management regulations, not exceed the permitted scope of goods, truthfully declare cargo information, and comply with foreign exchange management regulations.

      Small-Scale Trade Tax Rebate

      For export goods under border small-volume trade and small-volume trade with Taiwan, where customs has processed them as declared exports and they meet the scope and procedures for tax rebates stipulated by tax law, upon approval, they may be handled by reference to the relevant provisions for general trade.
