The application deadline for export tax refunds directly determines whether an enterprise can receive its refund in time. Many enterprises miss the deadline due to incomplete documents or process delays. 1. Export Tax Refund Filing Deadline

Under current rules, an export enterprise should, within the period from the month after the goods are declared for export (based on the export date on the customs declaration) to April 30 of the following year, gather the required documents and file an export tax refund (exemption) application with the competent tax authority.

For exports in 2025, the filing deadline is generally the April 2026 VAT filing period; exports from January 1, 2026 onward are subject to the new rules.

2. What to Do If You Miss the Filing Deadline

Under the Ministry of Finance and SAT Announcement No. 2 of 2020, where an enterprise fails to file an export tax refund (exemption) within the prescribed period, it may file as soon as the relevant refund documents and electronic information are gathered.

This means an overdue filing no longer automatically forfeits the refund entitlement — the key is to complete the documents and electronic information. In addition, under SAT Announcement No. 9 of 2022, where a filing is made after the deadline, the enterprise should submit foreign exchange collection materials (the Export Goods Foreign Exchange Collection Statement) with its filing.

3. Changes to the Deferred Filing Mechanism

SAT Announcement No. 15 of 2021 abolished the deferred filing mechanism for export tax refunds and stopped accepting the Deferred Filing Application Form and supporting materials. The previous practice of applying for a 3-month deferral when documents were incomplete has been discontinued — enterprises should now file directly once the documents and electronic information are gathered.

4. The New 36-Month Deadline Rule

The Value-Added Tax Law of the People's Republic of China (effective January 1, 2026) sets a new deadline: export goods should be filed for tax refund within 36 months from the date of customs export declaration. Where no refund application is filed within that period, the goods are treated as sold domestically and subject to VAT. Enterprises should maintain a filing deadline register to avoid losing refunds due to delay.

5. Practical Advice

  • Gather documents in time: File customs declarations, special VAT invoices and foreign exchange collection vouchers by batch as soon as possible after export.
  • Watch the filing nodes: Complete filings before the April filing period of the following year; for business from 2026 onward, keep an eye on the 36-month deadline.
  • Remediate overdue filings: If you miss the deadline, gather the missing documents and collection materials and file with the tax authority promptly.
  • Consult professionals: Rules vary in detail; for complex cases, consult a tax advisor or freight forwarder.
