What is SASO certification?

SASO is the English abbreviation for the Saudi Arabian Standards Organization "SAUDI ARABIAN STANDARDS ORGANIZATION", responsible for formulating Saudi import standards and import procedures, and specifying the identification, inspection methods, and testing standards for all imported goods.

SABER Platform: Saudi Arabia's Current Import Certification System

• Product Conformity Certificate (PCoC / PC): Issued for the product itself based on assessment against Saudi technical regulations or international standards, usually valid for 1 year;
• Shipment Conformity Certificate (SCoC / SC): For each shipment, it must be submitted with the goods at customs clearance.

Goods without a SABER certificate will not be able to clear customs in Saudi Arabia and may be detained or returned.

ICCP Program (Historical Background)

ICCP (International Conformity Certification) is the previous Saudi import certification system, applicable to consumer products exported to Saudi Arabia or produced locally, requiring an ICCP certificate (COC) to accompany the goods. This program has been replaced by the SABER platform, and understanding its history helps to understand the evolution of the Saudi certification system.

Which products require SABER certification?

All controlled products exported to Saudi Arabia require SABER certification, covering five major categories such as toys, electrical and electronic products, automotive products, and chemical products. Non-consumer products (such as medical instruments, medical products, food, and military products) are generally not within the scope of SABER certification, but still need to comply with other import requirements.

1. Confirm the product HS code and applicable technical regulations;
2. Entrust a certification body recognized by SABER to conduct product testing and evaluation;
3. Register the product on the SABER platform to obtain a Product Conformity Certificate (PCoC);
4. Before shipment, apply for a Shipment Certificate (SCoC) on the SABER platform and submit it with the goods for customs clearance.
