      Temporary tariff reductions and exemptions are interim measures implemented for specific goods within a specific period, decided upon by the General Administration of Customs or the State Council based on national policy needs or special circumstances. This is closely linked to the country's macroeconomic policies, international relations adjustments, and other factors.
