加工贸易业务相关流程（一）

I. Basic Procedures for Contract Filing:

Approval by trade and economic departments

--> Purchase blank Registration Handbook from the Customs Service Center.

--> Pre-input of contract.

--> Customs issues the Application Form for Opening a Margin Account after review.

--> Apply to Bank of China for setting up a ledger account --> Customs verifies and records the Ledger Account Registration Notice issued by the bank.

--> Customs conducts inter-regional data transmission --> Issues the Registration Handbook after receiving confirmation of successful transmission.

II. Documents Required for Contract Filing:

1. Application report from the operating entity.

2. Approval Certificate from the foreign trade and economic cooperation authority. For toll processing, it must bear the seal of the tax authority.

3. Signed import and export contracts.

4. Certificate of opening the basic account for the operating entity.

5. Certification of processing production capacity issued by the economic and trade department of the processing enterprise's location.

6. For entrusted processing, a contract (agreement) signed between the operating entity and the processing enterprise that complies with the Contract Law of the People's Republic of China should be provided.

7. To carry out inter-regional processing trade, a sealed official envelope from the customs of the operating entity's location must be provided, containing the Application Form for Inter-regional Processing in duplicate.

8. For first-time processing trade operations, copies of the Business License, Tax Registration Certificate, and the Customs Registration Notice for both the operating entity and the processing enterprise must be provided.

9. Letter of introduction or power of attorney from the operating entity.

10. Description of the processing technology.

11. If customs declaration is needed at a port in another region, the Application Form for Declaration at Another Port must be filled out.

12. Other documents required by the customs.
