Electronic inspection declaration is an important component of the new "Three E" project of "Electronic Declaration, Electronic Supervision, and Electronic Release" implemented by the inspection and quarantine authorities. Inspection declaration units use enterprise-side electronic declaration software to send inspection declaration data via the internet into the comprehensive management system of inspection and quarantine. The inspection and quarantine authorities review the inspection declaration data through a process of "machine review first, manual review later". For the inspection declaration data, the enterprise sends electronic inspection declaration data, and the electronic document review center automatically reviews the data according to computer system data specifications and relevant requirements. For those that do not meet the requirements, error feedback is provided;
For those that meet the requirements, the inspection declaration information is transmitted to the receiving inspector. The receiving inspector conducts a secondary manual review. If the requirements are met, the inspection declaration information is successfully received, and feedback is simultaneously sent to the inspection declaration unit and the inspection department, prompting the inspection declaration enterprise to contact the corresponding inspection department regarding inspection and quarantine matters.
1. After accepting an electronic inspection declaration for outbound goods, the declarant shall, in accordance with the requirements of the acceptance receipt, submit the inspection declaration form and accompanying documents at the time of inspection by the inspection and quarantine authority.
2. After electronic declaration of inbound goods, the declarant shall, in accordance with the requirements of the received inspection declaration information, submit the inspection declaration form and accompanying documents at the time of declaration. For goods already declared and cleared at the port but subject to inspection and quarantine at the place of arrival, the declarant shall submit a copy or duplicate of the "Inbound Goods Customs Clearance Form" (Notice of Transfer of Inbound Goods) at the time of declaration, without the need for further electronic declaration.
3. If an electronic declarant needs to modify or cancel an inspection declaration application that has already been sent, they shall apply to the inspection and quarantine authority, which will handle the matter in accordance with relevant regulations.
4. After the inspection declaration enterprise receives the information of successful declaration, it contacts the inspection department according to the prompt from the information center to arrange for inspection and quarantine. During on-site inspection and quarantine, the enterprise submits the inspection declaration form printed by the declaration software and a full set of accompanying documents for review by the inspection personnel. If requirements are not met, the inspection personnel notify the enterprise to make immediate corrections and provide feedback regarding the non-compliance to the inspection declaration receiving department.
5. Fee calculation is automatically completed by the electronic document review system. Upon receiving the full set of documents from the inspection department, the fee is verified against the documents. The inspection declaration unit pays the relevant fees such as inspection and quarantine fees on a per-lot basis or according to the time stipulated by the inspection and quarantine authorities.
6. Visa issuance and release shall be handled by the visa department in accordance with regulations.
7. The electronic declarant shall ensure the authenticity and accuracy of the electronic inspection declaration information and shall not send invalid inspection declaration information. The electronic inspection declaration information sent by the declarant must be consistent with the relevant content of the submitted inspection declaration form and accompanying documents. Within the specified declaration time limit, the declaration data for the relevant inbound and outbound goods shall be sent to the inspection and quarantine authority at the declaration location. For special clauses and special requirements regarding inspection and quarantine stipulated in the contract or letter of credit, the electronic declarant must also raise them in the electronic inspection declaration application.
8. When there are changes to the name, legal representative, business scope, business address, etc., of a declarant implementing electronic inspection declaration, they shall promptly go through the change registration procedures with the local inspection and quarantine authority.
Specific filling requirements for the outbound goods inspection declaration form:
The inspection declaration unit shall affix its official seal and accurately fill in its registration code filed or registered with the inspection and quarantine authority. All the listed items must be complete, accurate, and clear, without any alterations, and generally must be filled in by printing.
1. Contact person: The name of the declarant; Telephone: The contact number of the declarant.
2. Inspection declaration unit: Fill in the full name of the inspection declaration unit.
3. Date of declaration: The actual date of acceptance by the inspection and quarantine authority.
4. Consignor: Fill in according to the specific situation. For pre-inspection declarations, the production unit may be filled in. For export declarations, the seller in the foreign trade contract or the beneficiary of the letter of credit shall be filled in.
5. Consignee: Fill in according to the buyer's name listed in the foreign trade contract or letter of credit.
6. Name of goods: Fill in according to the name and specifications listed in the contract or letter of credit.
7. H.S. Code: Fill in the commodity code of this batch of goods, based on the customs tariff classification code announced by the customs for the current year.
8. Place of origin: Refers to the place where the goods are produced (processed). Fill in the province, city, and county name.
9. Quantity/Weight: Fill in according to the actual quantity/weight applied for inspection and quarantine. The weight should also include the gross/net weight.
10. Total value of goods: Fill in the total value of this batch of goods and the currency, which should be consistent with the total value stated in the foreign trade contract and invoice.
11. Type and quantity of packaging: Fill in the type and quantity of the actual transport packaging material for this batch of goods.
12. Name and number of transport means: Fill in the name and number of the transport means that will carry this batch of goods.
13. Contract number, L/C number: Fill in the number of the foreign trade contract, order, or proforma invoice. If settlement is by letter of credit, the corresponding L/C number for this batch of goods should also be filled in.
14. Trade method: Fill in the trade method for this batch of goods. Select according to the actual situation from General Trade, Processing with Materials Supplied from Abroad, Processing with Imported Materials, Barter Trade, Compensation Trade, Border Trade, Gratuitous Assistance, Foreign Investment, Import and Export of goods under Overseas Contracted Projects, Inbound and Outbound Goods of Export Processing Zones, Entry and Exit Goods of Export Processing Zones, Returned Goods, Transit Goods, Entry/Exit Storage and Transit Goods of Bonded Zones, Transit Goods of Bonded Zones, Temporary Entry/Exit Goods, Subsequently Purchased Temporary Import/Export Goods... etc. (Full list trimmed for brevity but kept in original text format sense)

15. Storage location of goods: Fill in the storage location, plant, or warehouse of this batch of goods.
16. Date of shipment: Fill in the date of export shipment, may be left blank for pre-inspection declarations.
17. Destination country/region: Refers to the country or region where the buyer (importer) under the foreign trade contract is located, or the final destination country or region specified in the contract.
18. License/Approval No.: For goods subject to an outbound license or approval, fill in the relevant license number or approval number.
19. Production unit registration No.: The health registration certificate number or processing factory/warehouse registration number issued by the inspection and quarantine authority.
20. Place of departure: The port and location where the goods finally leave the country.
21. Port of arrival: The port of entry for the goods.
22. Container specification, quantity and number: If goods are transported by container, fill in the specification, quantity, and number of containers.
23. Special clauses in the contract and other requirements: Special clauses related to inspection and quarantine agreed upon in the contract and other requirements should be filled in this column.
24. Marks and numbers: The marks and numbers on the goods, which should be consistent with those on related foreign trade documents such as the contract and invoice. If there is no marks/numbers, fill in "N/M".
25. Intended use: Fill in the intended use of this batch of goods. Select according to the actual situation.
26. Accompanying documents: Provide the documents to the inspection and quarantine authority based on the actual situation. Mark "√" next to the types of documents attached, or fill in accordingly.
27. Solemn declaration by the declarant: The declarant must sign in their own handwritten signature.
28. Inspection and quarantine fee: To be filled in by the fee assessment personnel of the inspection and quarantine authority after determining the fee.
29. Receipt of certificates: The declarant fills in the date of receipt and the name of the recipient when collecting the certificate.
