Pre-inspection of goods for export certificate change procedures.

For export commodities that have undergone pre-inspection, after the foreign trade operating entity determines the shipping conditions, it may submit the original Inspection Certificate for Export Commodity Exchange (or the Pre-inspection Result Sheet, the same below) to the entry-exit inspection and quarantine authority to apply for export exchange certificate. The inspection application procedures are the same as those for export inspection.

If the Inspection Certificate for Export Commodity Exchange has exceeded the inspection validity period, or the commodity marks on the certificate do not match those on the export packaging, or if there are batch errors or quantity discrepancies, the application for export exchange certificate shall not be accepted; instead, a new export inspection application must be submitted separately.

After accepting the application, the entry-exit inspection and quarantine authority shall first review the inspection items and results recorded in the Inspection Certificate for Export Commodity Exchange against the terms stipulated in the contract or letter of credit. If any inspection items are missing, supplementary inspection shall be carried out. For pre-inspected commodities requiring partial or consolidated batches for export, partial or consolidated certificates may be issued based on the original inspection results or weighted average results, provided that the accuracy of the original inspection results is not affected; otherwise, re-inspection is required.

If partial export of pre-inspected commodities is approved, the exported quantity shall be noted on the Inspection Certificate for Export Commodity Exchange, and the certificate shall be returned to the applicant for further use in subsequent export exchange certificates. After the entire batch of commodities has been fully exported, the original certificate shall be recovered and cancelled.

For pre-inspected commodities whose original inspection results meet the requirements of the foreign trade contract or letter of credit, an inspection on site shall be conducted. Exchange certificates and release may only be approved when the commodity marks and batch quantities are consistent, quality and packaging are normal, and the commodities are confirmed to match the certificates. Port entry-exit inspection and quarantine authorities must handle such inspections for pre-inspected commodities from origin authorities in accordance with regulations, known as port inspections.
