        1. After applying online, present the electronic port operator card to the local foreign exchange authority to obtain the physical paper export collection verification sheet.

  2. After receiving the export collection verification sheet, stamp each of the three copies with the company name seal and organization code seal, and keep it as you would important documents or negotiable instruments. (Note: Store separately from the operator card.)

  3. Record the sheets sequentially in the “Export Collection Verification Sheet Register” (see Appendix 1), hereinafter referred to as the “Verification Sheet Register”.

  4. When staff collect sheets for use, distribute them in sequential order according to the receipt sequence. Upon collection, note the collector’s name, collection date, and the customs declaration export port in the “Verification Sheet Register”. After collection, log in to the China Electronic Port “Export Collection” subsystem to file the record, then note the filing date in the “Verification Sheet Register”. Apply the company’s official seal to the sheet intended for customs declaration before it is submitted for customs clearance.

  5. Upon return of the sheet after customs clearance, first carefully check that all three copies of the export collection verification sheet are present, and that the export tax refund copy bears the customs inspection stamp (sheets without this stamp are invalid for verification); then note the return date in the “Verification Sheet Register”. After confirming the sheet, log in to the China Electronic Port “Export Collection” subsystem to submit the document for verification, and the “Export Tax Refund” subsystem to report it for tax refund purposes, noting the submission dates in the “Verification Sheet Register”. (Generally, the foreign exchange authority receives the data within 4 working days after submission, while the tax refund authority reads it every Friday afternoon. The submission dates noted here are for use in export collection verification and export tax refund applications.) Note: If a verification sheet is returned due to cancellation of customs clearance or declared void, it must also be cancelled with the foreign exchange authority, with the cancellation date noted in the “Verification Sheet Register”.

  6. After export collection, proceed to the “Export Collection Verification” department of the local foreign exchange authority with the following documents—provided all electronic information is complete: (1) the receipt slip issued by the bank, stamped with the “Special Seal for Export Collection Verification”, the bank’s settlement business seal, and the handler’s personal seal; (2) the customs declaration form (export settlement copy); (3) the export collection verification sheet (three copies); and (4) the export invoice—to complete the export collection verification procedure. After verification, note the verification date in the “Verification Sheet Register”.

  7. After verification, assign a verification serial number to the lower right corner of each of the three copies in chronological order of verification, and record the relevant verification information in the “**Company Export Collection Verification Detailed List” (see Appendix 2) for future reference. Once the three copies are separated, process them as follows:

  (1) The stub copy of the export collection verification sheet: sort and preserve them in the order of receipt sequential numbers. You may choose to bind them in groups of 100 or 50 sets.

  (2) The tax refund copy of the export collection verification sheet: include it in the export tax refund application documents, attaching it as an appendix to the corresponding application batch for tax refund authorities to review or for direct tax refund filing.

  (3) The middle copy of the export collection verification sheet: archive it as evidence of completed export collection verification. Bind 50 complete sets of verification documents into one volume, trimming all documents to A4 paper size or smaller, provided no necessary information is lost. ① Use the binding cover (see Appendix 3); ② attach the “Detailed List of Verified Export Collection Verification Sheets” for the 50 sets after the cover; ③ include the 50 sets of verified documents at the end. The binding order for these documents is: export collection verification sheet (middle copy), export customs declaration form (export settlement copy), export invoice, bank collection receipt slip, and declaration form for foreign exchange income.
