1. For projects approved for inclusion in the technical transformation plan by the competent ministry or commission of the State Council, or by the provincial competent department, as well as by the municipal competent department in areas designated by the State as special economic zones, coastal open cities, or coastal open economic zones, the following documents must be submitted to the customs at the place of entry when handling the customs declaration for import of technical transformation equipment:

(1) Three copies of the "Import Goods Declaration Form";

(2) Invoices, packing lists, and shipping documents;

(3) For goods subject to national import restrictions, an "Import Goods License" must be submitted;

(4) The "Application Form for Reduction or Exemption of Customs Duties on Imported Technical Transformation Equipment", stamped by the competent customs. This form is filled out by the applicant unit and, after being stamped by the competent customs, serves as a substitute for the approval notice of duty reduction or exemption;

(5) If the goods fall under the list of commodities subject to inspection by commodity inspection authorities, a commodity inspection certificate issued by the national commodity inspection department must be submitted.

2. Customs Examination and Release Customs will review the above documents submitted by the enterprise applying for customs clearance for projects included in the technical transformation plan, and inspect and verify the goods. If the goods meet the import requirements, customs will stamp the Import Goods Declaration Form for release.

(1) The "Application Form for Reduction or Exemption of Customs Duties on Imported Technical Transformation Equipment" is in a uniform format prescribed by customs. The applicant unit must clearly fill in all columns such as the name, quantity, contract amount, and contract number of the imported technical equipment. The content should be consistent with the "Certificate" and the import order contract. If there are too many items to list on the form, a separate list can be attached, stamped with the official seal of the applicant unit.

(2) For goods listed in the "Application Form for Reduction or Exemption of Customs Duties on Imported Technical Transformation Equipment" approved by customs, if they are imported in batches through different ports, the customs at the port of import shall annotate the imported status (including name, quantity, amount, inspection date, declaration form number, etc.) on the application form each time. After stamping the customs seal, the form will be returned to the applicant or its agent for use in handling duty reduction or exemption for the next shipment of imported goods. Upon the final import of the goods, the application form must be submitted to customs for cancellation.

(3) If the applicant unit needs to transfer or sell the imported technical transformation equipment due to special reasons, it must declare to the competent customs in advance for approval and pay the relevant import duties retroactively in accordance with regulations.
