When applying for an export license for inward processing, the enterprise shall provide the following materials to the license-issuing authority:
1. Provide the approval document for the inward processing project issued by the competent authority with appropriate powers. Foreign-invested enterprises shall provide the "Approval Form for Foreign-invested Enterprises to Import Materials for Processing and Re-export to Fulfill Export Commitments," endorsed by the local economic and trade management authority and approved by the Planning and Allocation Department of the Provincial Economic and Trade Commission.
2. The "Registration Manual for Inward Processing" inscribed and issued by the Customs, or the "Registration Manual for Processing and Re-export of Imported Materials to Fulfill Export Commitments" for foreign-invested enterprises, along with the original and a copy (if exported in batches, provide two copies).
3. Export contract.
4. Application form for the Export License of the People's Republic of China.
5. Other materials deemed necessary by the license-issuing authority.
After reviewing the above materials and confirming compliance with the licensing regulations, the license-issuing authority shall affix the seal "Export License Issued" and sign on the "Registration Manual." If the goods are exported in a single batch, an export license shall be issued accordingly. If exported in batches, the authority shall first issue the "Batch Export License Collection Form" to the enterprise. Subsequently, the enterprise can apply for licenses multiple times using this form, along with the export contract and the export license application form. The issuing authority shall deduct the quantity each time on the batch form.
Enterprises engaged in inward processing and re-export that apply for an export license for the first time must also complete the enterprise coding procedures beforehand.

Procedure for Applying for an Inward Processing Export License
Key steps for an inward processing trade enterprise to apply for an export license:
- Enterprise Qualification Filing — Register the enterprise's operating qualification for inward processing with the competent commerce authority, obtaining the certificate of business status and production capacity for processing trade enterprises.
- Contract Filing — Submit the application for filing the inward processing contract to Customs. Once approved, Customs issues the "Processing Trade Manual."
- Import of Materials — Import the required materials duty-free using the "Processing Trade Manual."
- Processing and Production — Complete the processing and production procedures under Customs supervision.
- Export Declaration — After product processing is completed, declare the export to Customs using the "Processing Trade Manual" and the export contract. Customs releases the goods upon verification and cancellation of the manual.
Enterprises engaged in inward processing trade should pay attention to the manual verification deadline and complete the cancellation procedures promptly. Failure to do so within the timeframe will affect future processing trade operations.
