④ Review (Within 60 Days after acceptance)

Customs issues a ruling within 60 days from the acceptance date. Complex cases can be extended by 30 days.

⑤ Ruling Issuance

Customs issues an "Advance Ruling Decision", which the company can query and download on the Single Window.

4. Scope and Limitations of Advance Rulings

4.1 Scope of Application

  • ✅ Goods with previous import/export history in China can also apply (if classification is in doubt)

4.2 Limitations

  • ❌ Trade control goods (prohibited from import/export) are not eligible
  • ❌ Applications from entities with no direct involvement in the import/export are not accepted
  • ❌ Refusing to fully disclose business secrets that are critical may affect the ruling

5. Connecting the Ruling with Actual Declarations

5.1 After Obtaining the Ruling

When filing a customs declaration within the ruling's validity period:

  • Enter the Advance Ruling number in the "Remarks" field of the customs declaration form
  • Use the HS code/origin/dutiable value specified in the ruling in the declaration
  • Customs will check conformity based on the issued ruling

5.2 Change or Loss of Validity of the Ruling
