All countries have strict import and export controls on dangerous goods, so there are specific requirements for customs declaration of dangerous goods. The following points should be noted for exporting dangerous goods from China:
1. Before exporting dangerous goods, provide the freight forwarder with a dangerous goods description (which must include the Chinese and English names, dangerous goods class, IMO page, and UN number). The freight forwarder will inquire with the customs to confirm whether the port accepts this type of dangerous goods.
2. If the port accepts the dangerous goods, arrangements for booking can be made.
3. Prior to booking, you must fill out an Application Form for Registration of Inspection and Quarantine Declarant and an Application Form for Packaging Appraisal. If the company is already registered with the local Entry-Exit Inspection and Quarantine Bureau at the port, the Application Form for Registration of Inspection and Quarantine Declarant is not required, but the company's official seal must be affixed to the Packaging Appraisal Application Form. Both documents should then be handed to the factory, which will apply to the local commodity inspection bureau for the packaging appraisal for the export of dangerous goods by sea.
4. When booking cargo space, in addition to the normal documents, the following must also be provided: an aforementioned dangerous goods description form (copy), a Certificate of Use Appraisal for Packaging Containers for the Export of Dangerous Goods by Sea, and a Certificate of Performance Appraisal for Packaging Containers for the Export of Dangerous Goods by Sea (for carton packaging). Note: A packing certificate may sometimes be required.
5. When booking cargo space, if the dangerous goods are of different classes, booking must be handled separately according to the different dangerous characteristics. This allows the shipping company to stow and transport the goods separately in compliance with the segregation requirements of the International Maritime Dangerous Goods (IMDG) Code based on the characteristics of the goods to ensure safety. For example, if oxidizing agents, flammable liquids, and corrosive substances are shipped simultaneously under one letter of credit or contract, the consignor must prepare three separate shipping notes, one for each characteristically different type of dangerous goods. A single shipping note cannot be used for three incompatible dangerous goods simultaneously. Otherwise, the shipping company would stow them together, greatly increasing the risk of contact between incompatible substances, triggering chemical reactions, fire, or explosion. Regarding container shipping, ensure incompatible dangerous goods are not loaded into the same container.
Precautions for Customs Declaration of Dangerous Goods
Special attention is needed for customs declaration of dangerous goods: Accurately declare the UN number and class of the dangerous goods. Provide the Material Safety Data Sheet (MSDS). Provide the Certificate of Performance Inspecting Result for Packaging of Dangerous Goods for Export. Provide the Dangerous Goods Transport Identification Report. Comply with the transport restriction for dangerous goods on specific routes. Concealing or falsely declaring dangerous goods leads to severe penalties.
